HR organisations protest proposed amendments to NGO law in Azerbaijan (updated)
Freedom of association and the rights of human rights defenders are at risk of being severely curtailed in the Republic of Azerbaijan, should a set of amendments to the republic's Law on Non-Governmental Organizations be adopted by the Azeri parliament, right, tomorrow. The South Caucasus Network of Human Rights Defenders and members of the Human Rights House Network express their concern in letters of concern, below.

Statements (full versions downloadable, right) from the two networks make it clear that the proposed amendments to the law on non-governmental organizations contradict not only Azerbaijan's own constitution, but also the country's international obligations, in particular those made towards the European Convention on Human Rights and Fundamental Freedoms, the International Covenant on Civil and Political Rights, and the commitments towards the European Union Eastern Partnership, the Council of Europe, and the OSCE.
The statements further list the numerous serious consequences of the proposed amendments, among them a ban on any and all activities for all NGOs until they have received their registration, a requirement of at least 50 % funding from local sources, and further restrictions on the possibilities for international organizations to operate in the country.
The undersigned organisations call upon the authorities of Azerbaijan to
- promptly establish a dialogue with international and national actors affected by the draft amendments and for further liberalization of the existing NGO legislation and bringing it in line with the international obligations Azerbaijan has agreed to abide by
- postpone consideration of the amendments to the law until the expertise from international organizations, including the Venice Commission, is obtained.
